1) Dogs are not monthly like humans - generally females go into heat only 1x every six months.
2) It is her right of refusal - she may not want to, she may think he's not a good genetic match or any of a number of things. If you are convinced you want puppies from these two, you can get sperm/seminal fluid from the male and with a vets help inseminate the female when she goes into heat.
