Our nation has a volunteer force. Each branch of the military is responsible for recruiting young people to join them. Each service also trains their recruits differently. So I guess the answer to your question is...recruiting.

∙ 16y agoThe most important ways, besides putting all of the existing regular troops on active status was to activate both the National Guard troops from each state and the Reserve Corps (different from the National Guard) from all over the country; to continue the existing recruitment program for young men and women to enlist in the service; and to begin a national conscription "draft" of all physically able young men. Each community created a "draft board" to fulfill this conscription by assigning "draft numbers" to eligible young men from the community and calling them to service as needed. During the course of the war, these processes produced an armed force (Army, Navy and Air Force) of more than 12,000,000 men and women in uniform at various places around the world.
