it was invented by a Frenchman Claude-Etienne Minié. The name is often erroneously spelled "mini" but it has nothingto do with size.

In fact many military firsts were French inventions: smokeless powder, the small bore repeating smokeless powder rifle, the automatic battle rifle, and the semi-automatic battle rifle were all issued by the French before anyone else.
