Instead of the full plastic mold for regular bb's, they used a small seamed shell with paint on the inside. It is just a smaller version of the paintball process.
.25 Airsoft bbs can be good. Their weight is very good for accuracy and helps for a harder hit from the bbs. However, no bb is good if they are not high polish. Companies like Madbull and Matrix make good .25 bbs.
You can find them for decently cheap. (Even though they will always be more expensive than normal bbs.) However, the cheaper they get, the worse grade they will be, making them jam in your gun, and altogether horrible for it. The alternative to Paintball bbs, are marking bbs which are coated in a layer of chalk, which mark as well as paintball bbs and wont jam.

It depends on the grade of your paint, and how good your paintball marker is. Paintballs will almost never get ball on ball accuracy.

You can buy airsoft paintballs, but they're the size of a small pellet and I've had a hard time finding them. Technically no. There are NO paintballs that work in an airsoft gun. The answer above was partially correct though. They make marker bbs that are basically bbs but they have paint on them.
