it depends on if the rod went thew the block if it did you will have to buy a new block and rebuild it from the block up but if u just locked it up you will have to buy a top end kit and with the possibility u may have to bore or hone the cylinder out

odds are if the valve is stuck open it is either bent(from over rev/valve float), or siezed in the guide(over heating). no easy fix sry
