you can not get a helicopter t the beginning of the game, but after completing the mission "from zero to hero" planes and helicopters will be accessible! however if you some how manage to get to the second island early there is a police helicopter on top of a big police station near starfish island. i hope this helps because finding helicopters after the mission " zero to hero is still considerably hard, but you can buy a "little willie" helicopter at the big safe house!
