The obi is normally sized based on the gi size. If you wear a size 3 gi, you would want a size 3 obi. I tend to go a bit longer if I can.
Your question would be better answered if the type of belt was known, i.e. "serpentine belt" or "timing belt", etc. Also, one would need to know the size of your motor and the year.

You should not have to. There is a belt tensioner that keeps the belt tight. If the belt needs to be tightened, you probably need a new tensioner, or you have the wrong size belt.
