The rulings used to be that only the person/team that are serving can win points. However, about 5 years or so ago, they changed the scoring system to everybody being able to score on anybody's serve.
In the previous 15 point format you have to serve and then win that point to get a point added to your score
Now in the 21 point format every time you win a particular point your score is added.

There is no maximum time for a badminton game. Games are played to 21 points, but you must win by at leats 2 points. The maximum number of points allowed is 30, though, so it is possible to win 30-28 or even 30-29.
