I'm answering this based on my knowledge of architectural drawing, so there may some variance. In architecture, we call it 'plan oblique view' drawings'. This is just perspective drawings of whatever it is you are drawing. 'Plan' just has to do with the angle that your are viewing it from. For example, I could draw a cube from the top, bottom, side, ect. In plan oblique, the view it is drawn from what is considered advantageous and is supposed to give the most realistic representation of what that cube would look like if you were actually viewing it from that angle in real life.
