If RAF refers to Russian air force, then yes, they have built one by the name Sukhoi PAK FA t50 . The name of the Indian version would be Sukhoi-HAL FGFA. (Sukhoi Hindustan Aeronautics Limited Fifth Generation Fighter Aircraft).
Currently it appears that India has no indigenous stealth fighter design. It is, however, working in conjunction with Sukhoi to develop the PAK-FA/ T-50 into the Indian FGFA.

It's got a lot of geeks very excited. And quite a few analysts too. But other than that it hasn't had a great deal of effect because it's not in service. Only 3 have been built so far.
India has been ranked THIRD under non-tech. power training for fighter pilots under high conditions and terrains.. The statement was made by U.S TOP GUN that India are having the best pilots but because in the lack of technology.....they lack behind. The latest Projects finalised by IAF are: 1) FGHJ SUKHOI Project - 7th Generation. 2) Sukhoi T-50 (PAK-FA). 3) Dassault Rafales. CHINA IS LACKING TO FAR FOR AIR FORCE : as it is having no high. tech. training for pilots as well as Fighter Jets.
Basically it's not known.It's intended to induct the T-50 (also known as the PAK-FA and as the FGFA in India) in 2017, but much development work needs to be done.So far only three airframes have flown and none have them have been anything more than development/ test aircraft (no weapons, no radar etc.).
It's not known yet. PAK FA is about to be a multirole machine (attack aerial, ground and naval targets) thus it may carry a 30-mm cannon like Su-27/Su-30 (GSh-301 or its successors), Next Gen. of Russian AA-missiles from long to short range, Air-to-surface missiles, unguided missiles, guided and unguided bombs... Precise weapon load will strongly differ upon the current (future) aims of a PAK-FA squadron...
With the rare exception of private jets (that in most cases do not require FA's for safety reasons), airlines provide the training when an applicant is accepted for the job (conditional of course on passing the training).
