It depends on the hub really. Most hubs are designed with one axle size in mind, and aren't welcoming to others. The larger axle will require a smaller bearing.

If you are asking about putting a wheel with a 14mm axle on a bike with that came with a 10mm axle, you can do it, several ways. You can file down the drop outs a bit on each to fit the new axle, or you can file down the axle to fit the drop outs.

I had to do this several times to get large axles to fit small schwinn drop outs when I worked at a bike shop, and filing down the axle is always easier, but easier to mess up as well. You MUST keep the flats you are putting on the axle parallel to each other to within a few degrees, otherwise you end up with an axle that is semi triangular, and to get the axle to fit, you must remove even more material, weakening the axle.

If you are asking about putting a wheel with a 10mm hub on a bike designed for a 14mm hub, just place some large washers on the axle and tighten it up, being careful to keep the alignment correct.

Bedford, Nimbus, and Koxx-One foot hooks are drilled for 14mm axles. For bmx wheels, the standard axle sizes are 14mm and 3/8 inch. The 14mm is preferred because it is the thicker of the two but beware: 14mm axles are the less common than 3/8 inch axles. Regardless, a wheel with a 14mm axle can still be found relatively easily online or locally on craigslist.
