no they were always two separate franchises. Philadelphia just had two teams at one point, such as NY and LA does today.

No. For many years both the Phillies and Athletics play in the Major Leagues in Philadelphia, until the A's moved first to Kansas City in 1955 and then to Oakland in 1968.
