In Tour de France they don't compete nation against nation. They are all pro riders belonging to teams, usually assembled out of several nationalities. It's the teams that compete.

Even if a team is considered to be a "french" team, due to main sponsor/organizer/owner etc, they don't race for France. They race for the team.

The colors in TdF are handed out according to performance in the race. Best = fastest overall/yellow.

Fastest uphill = Polka dots

fastest sprints = green

fastest Young rider = White.
