2 things - the minimum hours required of the students by an instructor, or organization issuing the geup (grade) certificates, and the student's own level of progression. The minimum hours are a guideline only, and does not mean that just because you have a certain amount of hours, you will be allowed to test. How long it takes to learn is strictly up to the student and the work he/she puts in. Your Taekwondo Instructor or Master are the only ones who can determine if you have learned the material well enough to test, regardless of time.
