I expect you are referring to the device associated with a satellite antenna. A more complete name for these is low-noise block downconverter.

  • The signals that these antennae receive are weak. An initial stage of the unit provides low-noise amplification that avoids contaminating the signal (with noise).
  • The signals are in a band of frequencies that (a) are not processed by conventional television receivers, and (b) must be conducted using waveguides which would make using these frequencies impractical in homes for this purpose. Therefore, these units include an oscillator and a mixer to convert the satellite band to the television band using the heterodyne principle. These frequencies can be transmitted over more ordinary co-axial cable.
  • The television band signal will usually be further amplified within the block.
