The conserved quantity which causes a ballet dancer's rotation to slow down when their arms are outstretched is angular momentum. Mathematically, angular momentum L can be written as L = r X p or L = mvr where m is mass, r is the radial distance from the axis of rotation, and v is the velocity of the mass m. Conservation of momentum states that the aqngular momentum of a closed system is constant if there is no net torque on the system (i.e. nothing is working to spin the system faster). If a ballet dancer has angular momentum L = mvr, then extends their hand of mass m out a distance r, then since r has increased, v must DECREASE to keep L constant.

These are thin belts, usually a different color than the leotard (so that it stands out), that help a dancer see if her hips are square. The belt would be tilted if the hips were tilted. This can solve many problems in pirrouettes, extensions, etc.
