The rationale behind the conduct of random drug test is to help promote a safe and healthy drug-free environment as well as to prevent drug abuse in school and in the workplace. The attached guidelines is applicable to the conduct of random drug testing of students in public and private institutions, and employees in government or private organization. These guidelines outline the purposes of the random drug-testing program, as well as procedures and necessary consequences of a positive drug test result after confirmation.
