In most circumstances 46 is a skilled position,(running back, Wide receiver etc.) but different leagues have different rules. Some leagues don't have a numbering rule, so 46 could be a lineman. Usually numbering rules only apply to offensive positions, so 46 could play any position on defense or special teams. Also in punt formations 46 would be eligible to play on the line.
