The Oilers were part of the NHL in the 79/80 season so I don't really understand how the WHL is of any significance to this item.

This sounds real shady. If you have no legitimate authenticity papers with it it is next to worthless.

Completely depends on the goalie. Like all sports memorabilia price depends on the rarity of the item, market for the item, and if you can verify it is real.

There is no exact date. In fact, it is not clear if anyone signed it on July 4, 1776, except that it does appear that at least John Hancock and Charles Thomson did sign it then. The Declaration was not signed at one time in a single body of men. Once the wording of the Declaration was agreed upon, it was handwritten and given to a printer. That version was signed by Hancock and Thomson. On July 19, 1776, Congress ordered that the document be "engrossed" and signed by all members of Congress. The engrossed document, the one on display in the National Archives, was not ready until August 2, 1776, when most members signed it. Several members were not there at the time and signed on various days afterward.

Wayne Gretzky was never drafted into the NHL. In 1978 he was signed to the Indianapiolas Racers of the WHA (World Hockey Assosication). He was soon after traded to the Edmonton Oilers, which were then also part of the WHA. In 1979, the WHA folded and the Oilers transferred to the NHL. Most players were sent into the entry draft, but due to a specialty in his contract, Gretzky enjoyed the luxury of staying with the Oilers. Gretzky was also never drafted into the WHA. The NHL regulations say no team can sign a player under 20 years old. The WHA allowed this, so Gretzky just signed with the Racers instead of being drafted.
