The best cannot be determined since you have not defined any criteria. My criteria would be that the system would be easy to learn, easy to retain, have credibility over time and not require fine motor skills. By these criteria I have picked Krav Maga as my system of choice as you might be able to tell from my screen name.
However, it goes beyond the system to the course of instruction. Not all Krav Maga operations are the same. I have picked a Krav Maga Worldwide system because I feel they have the best program for developing instructors. There are Israel systems that are also good, but not as tailored to the laws and customs in the USA.
