There were no new teams joining the major leagues in 1960. In 1961, though, the Los Angeles Angels and the Washington Senators joined the American League expanding the AL to ten teams as the previous team in Washington moved to Minneapolis/St. Paul area to become the Minnesota Twins. In 1962, the National Leaue followed suit by adding expansion teams in Houston and New York (the Mets). It remained that way until 1966, when the Milwaukee Braves moved to Atlanta. Then in 1968, the AL's Kansas City team move to Oakland. In 1969, both leagues expanded again with the AL adding teams in Kansas City and Seattle, and the NL adding teams in Montreal and San Diego.
No, the two teams did not meet during the 1960 college football season. Alabama and Mississippi did not begin meeting regularly until the 1965 season. The teams did not meet between 1944 and 1964* (*in a postseason bowl game), and only twice between 1932 and 1964 (1933 and 1944).

The San Francisco Seals and San Francisco Missions of the Pacific Coast League played in Seals Stadium, the Seals between 1931-1957 and the Missions between 1931-1937. When the MLB Giants moved from New York to San Francisco in 1958, they played there while waiting for Candlestick Park to be built. The Giants moved from Seals to Candlestick in 1960. Seals Stadium was destroyed in late 1959.

In 1930, the Portsmouth Spartans entered the NFL as an expansion team. In 1934, the Spartans became the Detroit Lions. In 1932, the Boston Braves entered the NFL as an expansion team. In 1933, the name was changed to the Redskins and in 1937 the team moved to Washington and became the Washington Redskins.
