The reason is that if a team places a player on the 60-day DL and his recovery goes faster than expected, he cannot be removed from the DL before the period expires. Teams generally reserve the 60-day DL for players known to be lost for the season. The 15-day list gives teams more flexibility in returning a player to the lineup based upon his speed of rehabilitation.

Alternatives to Painters TapeThere are a few that I try + Spray shield, slide it up or under the baseboard. Mainly if you are able to slide it under the baseboards it works wonders.+Use painters tape and seal it with painter's caulk. I've tried the green tape and it sometimes bleeds depending on the texture, etc.+Also stated below you a good painter's brushThere are three methods I've used:The green tape works wonders and can be put on the floor so the paint from the baseboards doesn't get on it.Take the baseboards off and paint them (big job I know)Take an old piece of venetian blind slat and push it under between the floor and baseboard. Paint along your baseboard, be sure to carefully removed the slat and wipe excess paint off it. If you don't have a slat, then use a wide putty knife and push lightly between the floor and the baseboard and start painting, but remember to move the putty knife carefully and wipe clean before you move on.The trick of it all is, no matter what you use, is not to over-load your paint brush with paint. A little goes a long way.Also use Latex paint as it works just as good as oil. If you already have oil on it, then you will have to sand them first to get the oil paint off.Here is another opinion:Among all the other things I have done, I did a lot of painting. When I first started teaching one of the "older" teacher at the time was a painter on the side. This Super Absorbent Polymer instantly activates when paint comes into contact with the tape creating a micro-barrier, sealing the tape edge from bleeding. As far as I know only Frogtape is coated with SAP. I found this to work very well for non-textured surfaces it saves lot of touch up time.-Frog Tape does work well, and I agree that it is important not to "overload" your brush with paint. This statement made above is incorrect however: If you already have oil on it, then you will have to sand them first to get the oil paint off. You do not need to sand off the oil paint. You do need to lightly scuff the oil finish with sandpaper, wipe off dust with a damp rag, and prime with an appropriate primer so that your latex paint will adhere properly.
