TdF is raced by professional teams. To get to compete in it you must first sign up with a professional team, and that team then has to have the money for the entrance fee to the race, and some other qualifications.

The Giro d'Italia and the Tour de France along with the Spanish Vuelta make uo what is known as the three grand Tours of cycle racing. But in order of popularity it would be the Tour De France followed by th Giro followed by the Vuelta. The Tour De France and Giro d'Italia do not directly compete.
