Well if it's the Avalanche game that I'm thinking of which was a multi-player game where you trapped "puds" and sent power ups/lines to other players, then I believe it was by Centerfleet. Their website no longer exists and hasn't for quite some time unfortunately. That was the best online game I've ever played.
