Well I like to say the greatest quarterback ever is Steve Young.Despite having the greatest quarterback rating ever.He over filled Joe Montana shoes in San Fran.He was a true dual threat by being one of the best scrammbling but in the top ten as a pocket passer.He was elite clutch performer as well,while being mentally and phsically tough.

yes, there is no rule against an NFL team having 2 quarterbacks on the field at the same time the only restriction regarding quarterbacks is that the 3rd quarterback cannot play in the game at all unless both of the other 2 quarterbacks are injured and unable to play further in the game
