Why did the NFL schedule the 1989 Packers play Dallas twice?

There were only 28 teams in the NFL in 1989. Each conference had two divisions with 5 teams and one division with 4 teams. The way the schedules worked that year, the teams that finished in last place in the conference's two divisions that had five teams in 1988 wound up playing each other twice in 1989. So Dallas and Green Bay, who were last place teams in 1988, wound up playing twice in 1989. Also, in the American Conference, the Miami Dolphins and Kansas City, who were last place teams in 1988, wound up playing twice in the 1989 season.
