Breasts will continue to produce milk as long as someone or something is regularly sucking on them - a baby or toddler, a milk pump, etc. Lots of 2-yr-olds are still nursing, at least sometimes, and therefore their mothers would still have milk.
If, on the other hand, there is no nursing or pumping activity, you might want to check with your doctor.
