I am pretty sure no characters on WoW are perfect. GMs overall have the ability to do anything which may be considered perfect. Players may have the best gear in the whole content/game, but they may lack of skill or opposite. Even if a player is skilled an geared they are not the best on WoW. If you mean the perfect as in good gear, level 80. You can try playing on the BLIZZARD ran PTR, but it is currently closed and there are several requirements you need to meet in order to play.
