It goes 3rd(Hiruzen Sasrutobi) 1st(Hashirama Senju) 4th(Minato Namikaze) 5th(Tsunade Senju) and 2nd(Tobirama Senju)
I say that the third is the strongest because when he fought orochimaru he went against him( one of the legendary sanin) and the 1st and 2nd Hokages and he still pretty much one by stealing orchimarus arms which stunted his power for 1 season.
The 1st is the second because he fought madara Uchiha and the nine tailed fox ( oh and the third hokage also fought the nine tailed fox in the manga and tv with the 4th)
and still one.
the 4th is the third becasue he single handidly stoped madara from destroying the village and sealed the nine tails away into his son.
The 5th is the 4th because she was one of the legendary sannin and she has fought in many missions that would lead to most ninjas death. She had a fear of blood which really made her weaker and get a little beat up by Kabuto but then she over comes her fear and Kabuto runs away ( dont think he beat her because he was to scared to fight her so he retreated). Also she defeated orichimaru and she is remarked as the scariest Hokage by Naruto, Kiba, and Hinata after she yelled at them.
The 2nd is the 5th because he isnt known for anything except the 1st hokages brother and he never did anything for the village that made him stand out like every Hokage.
