No it does not. That transmission is electronic controlled.
The carbuerator advances the distributer.
It needs to be attached to a full time vacuum source such as a port on the intake manifold.
You need to run a switched, full-voltage wire to the "bat" terminal.
Is the vacume for the distributor TIMED vaume or full vaume at idle???
You failed to mention the model year but a large vacuum leak could do that.
The impeller has probably broken a blade. You will need to replace the pump.
It is not adjustable, sealed from the factory. DO NOT FULL WITH ITThere is no conventional idle adjustment for the TBI motors, but if your willing you can advance or retard the timing by rotating the distributor housing a couple of degrease, but not to much. This will raise or lower your RPM a bit.
On the sbf windsor manifolds, there is a threaded hole behind(toward rear of manifold) where the carb goes. You will need to screw in a vacuum tree there. As a basic rule of thumb, vacuum lines will always attach to one of the manifold runners that lead to the intake valve(s). Also...pretty much all carbs have vacuum ports. The ones in the base plate are full vacuum, while the ones in the body are usually ported or timed vacuum( like for dist advance).
