It is in the distributor.
What size engine do you have? The 3.8 and 5.0 do have diagrams for wiring the firing order from the distributor. The 4.6 is distributorless. It is possible that your distributor is on wrong or that your wiring is incorrect if you have the 3.8 or 5.0?

What is the proper spark plug wire placement routing to the distributor for a 1994 Honda civic cx

where are the coil wires located, and where do they hook up

On the '94, you probably have a 'Z' engine and you'll need a distributor with top-mounted plug wires. If I am wrong and you have a 'W' motor, you'll need a distributor with side mounted wires (serious pain). They are both top mount plug wires. It was not until later they had the side mount wires. Vin "Z" is a TBI (throttle body) Vin "W" is Vortec. TBI has breather mounted on intake Vortec says Vortec on Intake
First of all, it doesn't have a carb. I would suspect a bad distributor cap and rotor and/or bad wires and/or bad spark plugs. Also be sure the firing order is correct.
It should be located beside the distributor. When looking from the front of the engine it should be on the drivers side. About 6-8 inches to the right of the distributor. Hope this helps.
