Speedometer flat. This may be affecting transmission.
As far as I know the 1995 Ford Explorer is the last model year to have a conventional speedometer cable ( so yes )

check your speedometer sensor located back left of engine bay on top of the transmission

On your 1995 Ford Explorer you have a conventional speedometer cable driven speedometer , 1996 and newer Explorers have an electronic speedometer and a vehicle speed sensor according to my Haynes repair manual

If the odometer stopped working and the speedometer and cruise control still work, you have a bad odometer. It is part of the speedometer assembly so the whole thing will have to be replaced.
check the fuse panel
On a 1995 Ford Explorer : No ( at least my 1995 Ford Explorer XLT doesn't )
