Check the kill switch relay.
Some alarm systems can reactivate themselves after certain period of time. You can use remote every time before starting your car. Or you can remove the alarm block which should be under the driver's chair or some where under dash panel. If your alarm has a kill switch (does not seem like) after removing the alarm block you will not be able to start your car at all.
If your car alarm goes off on your Hyundai Elantra and the engine won't start, disconnect the battery. Leave it disconnected for several minutes.
The alarm is cutting off power to ignition and/or starter. Possibly faulty alarm. Disconnect the alarm and try again.

Well I take it that this is an aftermarket alarm system. If you do not plan on using the alarm anymore and just want your vehicle to start then go under the dash and locate the wires comming out of the ignition cylinder. Then find a black wire with a white stripe and follow it until it gets cut and taped into the aftermarket alarm. Now cut away the aftermarket alarm wires and attach the two ends of the black/white wire back up together again
Possibly, wrong polarity. Check whether you connect the battery correctly or you are using a correct battery.
On a 2002 Pontiac Grand Am: turn the key to the on position for 30 minutes or until the security light goes out. The car should start.

If your key fob is not working and every time you try to start the car the alarm goes on try these steps: (These work on my '99 VW Jetta) 1. Unlock the door (so you can get in, of course...) 2. Open the trunk of the car (these will disable the alarm). 3. Now you can start the car. 4. Make sure to close the trunk (unless you're in for some adventure :p) rotate the key counterclockwise in the drivers side door it will unarm the alarm.
When I activate my car alarm, then return to deactivate it the alarm deactivates the door unlocks but when I open the door the alarm goes off and does not go off when I use the remote. Ater about 3 to 4 minutes of trying it finally goes off and I can then start my car. Is the batter need replacing in the remote or a fuse needs change? Does the alarm need servicing?
Old belts are get longer with as time goes. Eventually it will start to slip during operation, you have to choices to fix it. First one is to tighten it. Second one is more extreme, you have to replace the belt with new one.
To answer your question; I would say your Freon is low and you need a recharge but it also tells me you have a leak somewhere.
