I believe that one is in the dash (under A/C) if not check under the hood (A/C)
For 1999 Tahoe there is a fuse panel on side of dash by driver's side door. If the A/C fuse it not there it will be under hood on left fender near firewall.

In a 1996 Chevy Tahoe 4x4, the blower motor resistor is typically located under the dashboard on the passenger side, near the blower motor itself. It is mounted to the HVAC housing and may be accessed by removing the lower dash panel. To replace it, you may need to disconnect the electrical connector and remove the screws securing the resistor in place.
Looking in the rear hatch of the Tahoe- it is behind the passenger side trim panel in the hatch area. You have to remove a couple of trim pieces around the tailgate, and the passenger-side rear window from the interior. Then you will see the blower motor and all of the other goodies.
Behind the right rear panel just under the blower motor itself. It has red and black wires that plug to the motor and to other clips that clip on it
There is a removeable panel below the glovebox. It is in front of the blower motor against the firewall. It has a wire connector from the loom and then it plugs into the blower motor
No
There is a fuse for the blower motor on the fuse panel, I do not know of a relay.
Referencing the 1997 Tahoe Owners Manual Index under fuses refers you to section 6-63; pages 6-63 to 66 show the location and layout of the fuse panel (access panel is on the drivers-side of the dashboard - on the side of the dashboard instrument panel; door has to be opened), and a description and layout of all the fuses therein. AC Blower (etc.) is fuse 12, probably 25A.
To change the heater blower motor in a 1999 Chevy Astro van, first disconnect the negative battery cable. Remove the passenger side kick panel and locate the blower motor, which is typically situated under the dashboard. Disconnect the electrical connector and remove the screws securing the blower motor. Replace it with the new motor, reattach the screws and connector, and reassemble the kick panel before reconnecting the battery.
On 03 silverados i belive the blower motor relay is internal to the blower motor resistor. i could be wrong though, check the underhood fuse/relay panel for one.

Remove the passenger side lower dash panel and the blower motor cover to access the blower motor. Disconnect the wiring harness and remove the screws securing the blower motor in place. Install the new blower motor by reversing the removal steps, ensuring all connections are secure before reconnecting the battery.
