I just repaired the same problem in my '99 Tahoe. The Daytime Running Light Relay sits in the convenience center above where the driver's left foot sits. It is a black box about an inch or two square in the center bottom of the center. If you pull it out it has 5 prongs and costs about $10. Replaced it and my lights came back.
There are a couple of reasons why a 1999 Tahoe headlights may not work. A couple of reasons could be blown bulbs or the wiring.
Make sure the emergency brake pedal is retracted all the way up. Or check the switch at the E brake pedal. The headlights go off on all 1999 tahoes when the emergency brake is on.

It can be done it will take A LOT of work it won't bolt right up.
