12 speed, you mean 1 or 2 speed? Anyway, when a fan speed control only works on high it almost always means the Resistor Pack is defective and needs replacing. It can be the speed control itself but it is highly unlikely. 99% of the time it is the Resistor Pack.
It could be the high speed heater motor relay is stuck on or the switch itself is broken.
Yes there is, but it only operates the high speed function.

For most GM trucks or SUV's, it's under/behind the glove box. But the most GM motors do not have multiple speed capacity. That is usually a function of the switch. Many of the GM multi speed vehicles use the heater function switch assembly to control motor speed. Unfortunately, many of them are "solid state" and require that the entire heater function switch be replaced when something goes bad.
If its the fan speed your talking about its likely that the speed controller on the fan is broken and had its days

it is usally a dry connection on the fan speed switch
Only for the high speed blower function. The lower speeds go thru the blower motor speed resister.
Blown fuse. Burned out blower speed resistor. Faulty blower switch. Bad blower motor.
