I don't know how much a teaspoon of pepper actually weighs (it'll be between 4 and 5 grams), so I'm assuming it's ground pepper that your using, and approximating the weight of 1 tsp at 5 grams. That will give you 200 teaspoons worth of pepper from 1kg.

One teaspoon of red pepper flakes is equal to 1/2 teaspoon of cayenne pepper. Since cayenne pepper is very hot, it should be used sparingly and to taste.

4 grams of sugar is equal to slightly less than 1 teaspoon. 1 full teaspoon is equal to 4.2 grams of sugar. Note that grams are a measure of weight, whereas a teaspoon is a measure of volume.
