As a safety design, you do need to step on the brake pedal to shift out of park. If you are doing this and still can't shift, there may be something wrong in the transmission.

No, it is an Ultra which means it is a supercharged 3.8L V6 and the 1995 Regal was a non-supercharged only so no. The supercharged models had an HD transmission and the Regal had the "regular verison". the transmission for the ultra was the 4t65e

I have the same problem right now and im trying to figure it out. if you have any suggestions i would be glad to take them...but i think its the Neutral safety switch but im not 2 sure yet.
