Most diesels have a vacuum priming system just fill up the tank the more the faster it starts cuz of vacuum pressure, and some in the fuel filter helps alot too. I've ran out plenty of times cuz my gauge isn't accurate since i put a 50 gallon titan tank on it so yeah that should solve it, oh to activate the self-prime, just turn your switch on like you would for your glow plugs you should hear the vacuum pump under the hood. that should help you out and then keep it on for about 5 min and then try starting, and keep trying till it starts. goodluck and get a gerrycan and keep in the back of your truck.

Did you prime the fuel system after changing it?
changed cluster checked all fuses and they aer good no bad or broken wires going to o/d switch
Does it have spark, fuel, compression?
this is one of those problems where your tear down the colum and go from there.
take out fuse labled ecu in fuse panel, wont do damage and wont start without it
Probably the Glow plugs (the diesel pre-heats) need replacing.
there should be a button on the injection pump manualy to stop the fuel. Diesel does not need any electrical power to run once it is started
