If the AC stopped blowing air on your 2003 Toyota Echo, the blower fuse could be to blame. If the fuse is fine, it might be the blower resistor that needs to be replaced.

Run a lead from the positive on the battery to the fan. If it begins turning the problem is in the switch. I wired a switch on my dash for the fan.
I dont know anything about cars but my blower stopped working in my car and I took it to the mechanic and he changed a fuse and it started working again. Then a couple of months later the blower stoped blowing again and I took it back to the mechanic and he said the fuse is fine it might be the blower moter, how can I tell, I think it's a loose wire because my radio was removed and everysince my radio was removed my blower has been giving me problems.

check the underdash fuse labeled blower motor and under hood fues box for same will be one or the outher if fuse is bad replace and recheck ifit blows the fuse again check the blower motor for power apply 12v to the 2 pin coector blower motor is under pasinger dash board if it does not work try replacing the bower motot with a new or used blower motor
Your condensation line is stoped up. You can clean it out by using an air compressor blowing from the inside of house out.
i replaced the head unit and the fuse stoped blowing.

if your tolking about the A/C it usealy means the evarorator drain is stoped up which lets the evap- water drain to the outside use a air blower to blow it out/ unstop it or a garden hose truned on about half way better with air less mess
