It's telling you the revolution sensor is not matching the revolutions of the engine. The ECU takes over and cuts current to the AC when this happens and the ac light will start blinking. A turn the AC of then turn it back on and it's not blinking tells you the problem is going to lead to no AC if you don't get it fixed.

The problem with your air conditioning light blinking in the 4runner is a bad relay. Toyota has updated the relay to part #90987-02028. Call your local Toyota dealership for this relay. You can buy it at the parts counter. It is about $65. It takes 1 minute to replace. This same procedure is for the Camry and other Toyota models with the same blinking AC light, but the relay part number might differ.

GoodluckJoe I have this occasionally (rarely), when driving in heavy rain or through a puddle. I simply turn the AC off and back on again by pushing on AC button (the blinking one). I notice the light blinks when the AC is left on and the temperature drops significantly when the car is re-started next. When the temperature is too cold, the AC will not engage. I have also seen it come on sporadically when the refrigerant level is low in the system but I don't know if that is supposed to happen, it could have been a coincidence.
The first step would be to determine WHY it's blinking. Kind of difficult to repair something when you haven't even diagnosed what the problem is. I'd recommend you take it to a dealer to have the computer hooked up so that fault codes on the ECM can be checked.

The AC belts are probably stretched and loose. I had the same problem and replaced belts and cured squeak.
