This could be caused by a number of reasons, ranging from muscle fatigue and lactic acid build up to low sodium in the area to deep vein thrombosis (DVT) which is a lot more serious. My advice is go and see your doctor if you're not sure.

The condition is intermittent claudication.

This problem is often seen in elderly patients with arteriosclerosis. The poor circulation is sufficient when the patient is resting, but once the patient starts moving (i.e. activating leg muscles) the increased energy-consumption will require more blood for resupply of nutrients, and removal of waste products.

If a person has significant arteriosclerosis, often in a hip or thigh artery, no more blood will be able to profuse the leg muscles. Oxygen lack and wasteproduct-buildup will cause painful muscle cramps. Once the patient remains stationary for a little while, the symptoms disappear, but only to come back once the patient has walked on a little further.

This condition is intermittent, because it is not chronic - i.e. it only appears when the patient walks.
