Your question is obviously missing something. I'm pretty sure that you meant to ask what is the greatest 2 digit number that is still a 2 digit number when rounded to the nearest 10. The answer could be 94 or 95, depending upon how you round 95. 95 could be rounded to 90 or to 100, since it is exactly half way between 90 and 100. There is no hard and fast rule regarding how you should round a number ending in 5.
