The turning water into rum spell was only ever featured in the movie, and was probably not actually a real spell. Seamus Finnigan is seen trying to do this and he blows himself up. The spell he uses is "eye of rabbit, harp string hum, turn this water into rum."

There are no magic spells to change humans into mermaids. Mermaids are not real and spells are not real. If you think about it logically you know that people can not be part fish and part human. It would be a real mess. If you want to pretend to be a mermaid get a costume.
