Your Windstar is subject to a Ford recall for the cause of this problem.
The cause is a leaking brake pressure sensor screwed into the bottom of the master cylinder.
I would suggest contacting your Ford dealer confirm your van is covered (I believe every single Windstar is part of the recall), and arrange for the quick and easy repair.
