I asked the same question to my.boat-ed.com and this is what I got: In most cases, states honor other state boating safety education certificates, if the certification is from a course that is approved by the National Association of Boating Law Administrators (NASBLA). All of our courses are NASBLA-approved ( see www.boat-ed.com/index.htm ). The only exceptions I am aware of are PWC operation in Connecticut, and Utah. CT, and UT require their own course for PWC operators. If you already have a certificate from another state that is NASBLA-approved, you should review the boating laws of the state where you plan to boat before you go out. The NEW JERSEY State Police will honor any state issued NASBLA-approved boating license as long as the license bearer is a resident of the issuing state. To carry a Florida boating education card, there is no specific horsepower requirement. The education card, also known as a boater safety card, is required for anyone born on or after January 1, 1988 who operates a vessel powered by a motor of 10 horsepower or more in Florida. The card is obtained by passing an approved boater safety course, not by the horsepower of the vessel

All those born on or after January 1, 1986, are required to pass an approved boater education course before they legally may operate any vessel powered by a motor of more than 10 horsepower. Anyone operating a personal watercraft, regardless of age, must have passed an approved boater education course.
