You can adjust the tension on the emergency brake cable at the base of the handle (behind the rubber flaps in the arm rest) where the emergency cable attaches to the bottom of the handle lever. You'll need a small rachet, extension, and metric socket set to tighten up the slack on the cable. Ideally the car should be held secure after 4-6 clicks of the racheting mechanism.
If it is a hand brake then you have to go under the car and look for a cable coming out of the body. the cable will then go to a y type splitter to split to each rear wheel. There is a bolt on the splitter that you have to tighten. tighten it about 3 turns at a time and continue till it is tight enough.

I don't know about Silverado trucks but all of the emergency (parking) brakes I'm familiar with use the brake cable to "pull" and hold the brake against the drum (or disk), so if the cable breaks you simply cannot apply the emergency brake. That is, it is automatically released if the the cable breaks.
