There are a number of reasons which include:

  • Food (fishing and agriculture)
  • Water (if the water source is fresh)
  • Trade and transport (water normally links communities)
  • Protection (water could be an effective barrier from enemies)
  • Sanitation (washing of people, clothes and removal of sewerage)

Remember that many modern cities had their origins hundreds of years ago, when the above reasons made perfect sense to settlers. As the city ages and grows some of these items no longer become a priority.
