Another vague question. Most road bikes have a wheel size of 28" / 622 mm / 700C.(these are all different names for the same size) Older bikes can have 27" / 630 mm wheels.
That's a tricky one. Road bike standard pretty much calls for 700C (622 mm) wheels, and their size makes it impossible to build an entirely scaled kids road bike. There are 650C sized road bikes, which can be a little better if you have the money But if it was me I'd get a kid-sized rigid MTB instead, slap on some narrow, high-pressure slicks, maybe go for a touring bar and call it a day.
