First off there needs to be some serious clarification here, CIA Officers are Americans who work out of U.S. Embassies overseas, and their job is to recruit foreign assets who give our country secret information. When we think of 'spies' we are thinking of CIA Officers, aka Intelligence Officers, Case Officers or Operations Officers. CIA 'agents' on the other hand are usually foreigners who are betraying their own country to pass on this information to the U.S. govt. thru the American CIA Officer (Hollywood and the media screws up this distinction all the time, Jason Bourne would actually be a Paramilitary Operations Officer, not an agent; James Bond would actually be an MI6 Officer not an agent). In the Showtime series Homeland Clair Danes and Mandy Patinkin are Officers, while Brody would be considered an 'agent' when he agreed to go to Iran on behalf of the CIA for a mission. Another term for a CIA 'agent' is a confidential informant or asset. Now to the question of 'Do CIA officers carry badges or guns?' the answer is No. CIA Officers are not cops, they are not Federal law enforcement agents or police, they do not have any law enforcement powers like arrest, search & seizure. Only overseas in certain dangerous, high-threat environments do CIA officers carry weapons, like in Afghanistan. The only CIA employees who carry badges and guns are the Federal Security/Police officers who patrol and protect CIA headquarters in Virginia, and also within the Office of Inspector General (all federal agencies have an OIG), within that office there are criminal investigators who investigate waste, fraud, illegalities and other abuses within the agency, these OIG investigators do have limited law enforcement powers and do carry a badge, but these investigators are not spies and are no different from the OIGs in other govt. agencies like the Postal Service, the Forest Service or State Dept. Those last two examples are the only exceptions to the general rule that the 'CIA does not carry badges and/or guns.'

How much the average CIA officer actually uses any of these skills is probably by far the minority of their overseas career. However, this is not to say that the CIA doesn't do its share of military-style operations. They also have what are called Specialized Skills Operations Officers. These are often the guys more like what you'll see in the movies. They often have former military special operations experience, foreign language proficiency, and other skills and the CIA will deploy them around the world in their areas of expertise to conduct a variety of covert operations - which can include assassination of a target, demolition, raids and searches, capturing suspected terrorists, and working alongside military special operations units to conduct highly classified intelligence missions that require military tactics.
